Inventing facilities?

The idea of a facility is often treated as an obvious one. For example, in our imaginations a school represents a place and a function, inextricably linked, meeting an indisputable need. But facilities such as crèches and nursery schools are very recent “inventions”. As planning is underway for major changes which will form an important part of the city of tomorrow, and in particular of PAV, how should we approach the issue of the provision of facilities? How can we define and qualify, in advance, the “need” on which this planning will be based? There are many questions which challenge us to use our imaginations to “invent”, what will be, new models of facilities.
