The Fondation Braillard Architectes (FBA) organises together with the Laboratory of Urbanism (Lab-U)of the Federal Polytechnic School of Lausanne (EPFL) and the Graduate Institute of International and Development Studies, Geneva (IHEID) the Working Seminar Bernardo Secchi (1934-2014, a leading European intellectual and urbanist). The Seminar is organized in the framework of The Eco-Century Project® of the FBA, in conjunction with the World Day of Habitat (October 6th) and a few weeks from Habitat III (Quito, October 17-20). It aims to foster dialogue between scholars, PhD students, professionals and stakeholders on the relations between social equality/inequality, ecological sustainability and the spatial attributes of the urban areas, according to three questions:

Sustainable and inclusive economy: how does its implementation interact with the built realm?
Environmentally responsible government: how can architectural and urban space become one of its strategic fields of exercise?
Urban Age and planetary equilibrium: how can we orient emerging architectural, urban and landscape strategies for an innovative management of resources?

THE SOIL OF THE CITIES: RESOURCE AND DESIGN

In the Framework of the Quinzaine de l’urbanisme, Geneva, 2015

According to the renown italian planner Bernardo Secchi (1934-2014) the future of the cities is largely related to the design of the soil (progetto del suolo), due to its fundamental qualities, notably continuity, connectivity and identity. Indeed, the birth of a city and, more generally, the construction of urban space begins in the soil. However, in front of the grave alterations of our planet in the Anthropocene era, the preservation of the soils is today a major stake. This and other questions were tackled during the Bernardo Secchi Working Seminar 2015 proposed by the Fondation Braillard Architectes and the Laboratoire d’urbanisme of the Federal polytechnic school of Lausanne (EPFL). The Seminar was organized on the occasion of the International year of the soils, in the framework of the Quinzaine de l’urbanisme de Genève. Building up stories

The surge of storytelling in urban planning is concomitant with the end of what has been called the great narratives. The story of urban planning, as defined by Secchi in the 1980s, namely a progressive and emancipatory rhetoric associated with city transformation, gives way to a simple urban project plot development, a narration of the city to come. This urban action transformation is based on new conditions in the urban planning profession. Town makers are now called upon to be planning technicians, producers of meaning, leaders of participatory processes, intention communicators and cultural mediators. In addition, this urban action transformation is crossed by the emergence of a new urban governance mode (the new public governance). Finally, this urban action transformation heralds spectacular urban planning within the meaning of Débord. Urban planning that, upon failing to produce land management, strives to disseminate images and narratives: the action becoming transformed into its representation.
This book is dedicated to the description – from a subjective point of view – of this urban action transformation in an era of integrated spectacularity.

The coming urbanism

For less than a decade, the combined use of values and narrative communication has been becoming increasingly important in the steering of urban projects. The present article discusses this transformation of urban production, which occurs at the same time as a transformation in the condition of urban planners. To this end, the advent of coordinated planning subsequent to the generalisation of the urban project ideology is reviewed. Then, the assumption of a dematerialisation of urban planning correlative to the emergence of a motion paradigm is discussed. Finally, the emergence of values and narratives in urban projects at the same time as a collapse of rules and regula is considered from the point of view of the reconfiguration that it causes in the field of professional practice. Making free use of the material of recent research on urban planning trades, the article shows that the transformations underway do not occur smoothly, contrary to what is being said by the apologists of the new urban planning. L’urbanisme, réalités et utopies

A l’heure où pointent des interrogations sur l’évolution du “projet urbain”, il semble utile d’élargir le débat en le replaçant dans la situation plus générale de l’urbanisme d’aujourd’hui. Cette conférence se propose d’en clarifier les tendances, d’élucider leurs visées et d’évaluer leur sens. Quelles références, quelles logiques, quels modes d’articulation entre architecture et ville informent ces polarités projectuelles et théoriques ? Quels sont leurs atouts, leur portée mais aussi leurs limites ? Et si d’autres voies commençaient à se dessiner ?

Conférencière

Françoise Fromonot, architecte de formation, est professeur à l’ENSA Paris-Belleville. Auteur de nombreux articles et de plusieurs ouvrages sur l’architecture et l’urbanisme contemporains (Glenn Murcutt, 1995/2003; Jørn Utzon et l’opéra de Sydney, 1998, La campagne des Halles, 2005…), elle est aujourd’hui co-rédactrice de la revue indépendante criticat, dont elle a été l’une des co-fondatrices en 2008.

Conférencier

Filippo Zanghi a étudié la littérature française, l’histoire et la philosophie à l’université de Lausanne. Docteur ès lettres, il est actuellement maître assistant en langue et littérature françaises dans cette même université. Ses recherches se situent au croisement des études littéraires et des études urbaines.

La restauration de l’ordinaire urbain

Le domicile, le quartier, la ville actuels relèvent largement du modèle des « 30 Glorieuses », conçu en zoning et tributaire de la pendularité logement-emploi. Ce modèle spatio-temporel entrave la plasticité des mutations socio-démographiques et économiques en cours. Comment restaurer un ordinaire urbain adapté à ces mutations ?

Speaker

Cyrus Mechkat développe, avec Bill Bouldin, des projets en lien avec la fragilisation des usages et des usagers de la ville, au trois échelles du domicile, du quartier et de la ville. Son activité d’architecte et d’urbaniste se déploie également dans le champ humanitaire (situation d’urgence, post-catastrophe). Il a enseigné à l’École d’architecture de l’Université de Genève et à l’Institut des études du développement. Il est actif dans diverses associations: FAAG, 500MV+, Réalise.
